It is a pattern that we have seen time and time again in Idaho. Local governments, cities and at times even the state itself will hold a special election to put a tax vote before the people. Then, when the citizens deny the reach of government into their pocketbooks, the government proceeds forward with the project and taxes the citizens anyway.
Such is the case with the “temporary” Canyon County holding facility.
Lets be perfectly honest, there is nothing “temporary” about a facility that has to be built with certain federal safety, inmate security and housing standards in mind. Simply adding the word “temporary” in front of this real property does not discount the brick, mortar, lockdown mechanisms, medical facilities, holding cells and security monitoring systems that are in place.
Canyon County seems to think that simply not calling a tax a tax, or a building a building, will somehow get them off the hook for their legal responsibility to go before the voters before entering into long-term debt for the county.
Government does not know better than the people. The reason Canyon County has a jail problem is because of the lack of the local drug-rehabilitation facility. 85% of all crimes are committed by someone whose life has been touched by drugs or alcohol. And yet, we are not taking the most simplest steps to eradicate the cycle of recidivism crime. I would argue the county has a moral obligation to develop strong anti-drug and drug rehabilitation facilities before it seeks to incarcerate more people for petty crimes.
There are also people in prison who shouldn’t be there. People arrested for having messy yards. People arrested for having to many animals on their property. People who simply cannot make restitution through no fault of their own. Non-trafficking drugs crimes need intervention, rehabilitation and restitution. Our prisons are over crowded precisely because we are not helping people stop the cycle of recidivism.
Canyon County has also refused to look at alternative sentencing, community labor. There are plenty of areas in Canyon County that could use graffiti painted over, weeds pulled, fences repaired and trash picked up. You couple community service with a strong anti-drug abuse program and you are essentially ending the culture of acceptance- by engaging the community to overcome the social norms that put individuals in that position in the first place.
But, as it stands, we will get none of that. No need for rehab. No need to stop the cycle of violence tearing families apart. Nope, just force more taxes, more government, more regulations down the people’s throat.
Isn’t it nice to know that our government is effective, efficient and responsive to our demands?
